The executive branch carries out the laws written by Congress. It appoints the heads of the federal agencies, including the cabinet. It is led by the president. Many of the president's actions are overseen by Congress and the federal courts. This helps ensure a balance of power in the United States. Because of the ways in which we read and interpret the Constitution, the president's powers also tend to change over time.
