Background

The variant vowel oo letter combination, as in hoop, blue, and new, is fairly consistent in its pronunciation. The oo letter combination can also make the short /u/ sound, as in book. Other letter combinations that make the same vowel sound as in hoop are eu, as in sleuth, ew as in chew, o as in do, ue as in cue, and the VCe pattern in the words tube and lute.
