Background

The diphthong /ou/ letter combinations ow and ou are reliable in terms of pronunciation. They make the /ow/ sound as in cow and pout. The /ow/ sound is reliably spelled in these two ways, so in this case, exceptions do not need to be taught. Both ow and ou are fairly easy for children to recognize at this level.
